The Board will be respecting recent orders from the Governor of California, the Health Officer of the County of Riverside and guidelines of the Centers for Disease Control related to maintaining public health and safety at this time.  

The Board welcomes public comment and offers an opportunity to speak; however, consistent with advice from health authorities, the Board requires members of the public to provide comment electronically, rather than in person.

No request to address the Board will be accepted after the meeting begins. In accordance with Board Policy 9323, individual speakers will be allowed up to three minutes to address the Board on an agenda or non-agenda related item (only agendized items may be commented on during Special Meetings). A total of 21 minutes is allocated for each subject matter. The Board is legally only able to act on items on the published agenda. No action can be taken on a non-agenda item discussed during public comment time. If you should need more time than the allotted three minutes, please put your comments in a letter to the Board of Trustees. The Board appreciates your comments.

Normal procedure on action items includes: (1) Motion and second will be made on each item to begin discussion; (2) Questions or clarification by Board members and receiving additional background information or analysis from the administration on the item proposed for action; (3) Hear comments from the audience, so the Board may receive input from the public prior to the Board's discussion; (All requests to address the Board must be on the green speaker slip and must be turned into the Superintendent's secretary prior to the start of the meeting.  No requests to address the Board will be accepted after the start of the meeting.  Regular meetings are scheduled to begin at 6:00 p.m.) (4) Members of the Board will enter into discussion; and (5) Taking action on the agenda item.
3.1. Resolution No. 19-20-34, San Jacinto Unified School District Resolution for Modified Grading Scale for Grades 9-12 During 2020 Second Semester Emergency School Closures

Resolution No. 19-20-34, San Jacinto Unified School District Resolution for Modified Grading Scale for Grades 9-12 During 2020 Second Semester Emergency School Closures is presented to the Board of Trustees for review and adoption.


Rationale:

The health, safety and well-being of students, staff, and families is our primary concern. To help ensure their safety, due to the spread of COVID-19 and requirement of the County Health Department our school buildings and offices were closed on  March 16, 2020 through the end of the school year including summer programs. Our Board is committed to continued teaching and learning, through alternative means during this prolonged period of school closure. 

In order to "hold harmless" and not penalize our students during the transition to distance learning during spring 2020 we are proposing the following for our high school students in grades 9-12 (spring semester only) with the modified grading scale for all courses with the exception of courses designated for pass/fail grading;

a. All students in grades 9-12 in a course designated for a letter grade shall be reported for the Spring Semester of the 2019-2020 school year as follows:

i. A (90-100%) Outstanding Achievement 4.0 grade points

ii. B (80-89%) Above Average Achievement 3.0 grade points

iii. C (70-79%) Average Achievement 2.0 grade points

iv. D (0-69%) Little or Below Average Achievement 1.0 grade points

b. All students in grades 9-12 in a course designated for a pass/fail grade shall be reported for the Spring Semester of the 2019-2020 school year with a Pass (P)

Note: This does not include summer programs.

It is recommended the Board of Trustees adopt Resolution No. 19-20-34

4.1. Approval to Award Bid for Installation of Shade Structures

Award Bid No. 009-20, Installation of Shade Structures at Jose Antonio Estudillo Elementary School and North Mountain Middle School to Menemsha Solutions is presented to the Board of Trustees for approval.

Rationale:

The District has determined that Menemsha Solutions is the lowest responsive bidder for Bid No. 009-20, Installation of Shade Structures at Jose Antonio Estudillo Elementary School and North Mountain Middle School.

 
Recommended Motion:

It is recommended the Board of Trustees approve to Award Bid No. 009-20, Installation of Shade Structures at Jose Antonio Estudillo Elementary School and North Mountain Middle School to Menemsha Solutions.

Rationale:

The requirement for the LCAP has been modified and the Public Hearing and Adoption of the Budget may be held during the same Board Meeting.  We are only required to hold one Board Meeting in June this year.  It is recommended to cancel the June 9, 2020 meeting and keep the June 16, 2020 Board Meeting.
