7.1. Adopt Resolution No. 20-21-41, Certifying the Approval of the Board of Trustees to Enter into an Agreement with the California Department of Education for the Purpose of Providing Child Care and Development Services and to Authorize Designated Agents to Sign Contract Documents for Fiscal Year 2021-2022.

Resolution 20-21-41, Certifying the Approval of the Board of Trustees to Enter into an Agreement with the California Department of Education for the Purpose of Providing Child Care and Development Services and to Authorize Designated Agents to Sign Contract Documents for Fiscal Year 2021-2022 is presented to the Board of Trustees for adoption.
Rationale:

By entering into an agreement with the California Department of Education, the District is agreeing to use funds for expenditures pursuant to Education Code Section 8200. This agreement provides funding for child development services. The term of the agreement shall be from July 1, 2021 through June 30, 2022. The amount payable pursuant to this agreement shall not exceed $49.85 per child, per day of full-time enrollment and a maximum reimbursable amount of $209,420.

By adopting the attached resolution, the Board of Trustees certifies the approval to enter into this transaction with the California Department of Education for the purpose of providing child care and development services and to authorize designated personnel to sign contract documents for Fiscal Year 2021-2022.

 
Recommended Motion:

8.1. Approve the 2021-2024 Local Control and Accountability Plan (LCAP)

The 2021- 2024 Local Control and Accountability Plan (LCAP) is presented to the Board of Trustees for approval.

Rationale:
As part of the Local Control Funding Formula (LCFF), school districts, county offices of education, and charter schools are required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP) beginning on July 1, 2015, using the template that was adopted by the California State Board of Education (SBE). The LCAP is required to identify goals and measure progress for student subgroups across eight state priority areas. Districts must include in their LCAP (1) actions, services and expenditures for all students and subgroups and (2) additional actions and services for "unduplicated pupils" including low-income students, English learners, foster youth and redesignated English learners. The superintendent must review the Single Plan for Student Achievement for school sites to ensure the actions in the LCAP are consistent with strategies in school plans submitted pursuant to education code 64001. In accordance with the law, the LCAP was developed in consultation with teachers, principals, administrators, other school personnel, local bargaining units, parents and students. The District's proposed 2021-2024 LCAP is attached for the Board of Trustees review.
 
Recommended Motion:
It is recommended the Board of Trustees approve the 2021- 2024 Local Control and Accountability Plan (LCAP).

8.2. Adopt the Fiscal Year 2021-2022 Budget, Criteria and Standards and Multi-Year Projections
Quick Summary / Abstract:
The Fiscal Year 2021-2022 Budget, Criteria and Standards and Multi-Year Projections are presented to the Board of Trustees for adoption.
Rationale:
The Board of Trustees received final budget, criteria and standards information and multi-year projections under separate cover. Additionally, a presentation was given at the June 5, 2021 Board meeting. The proposed budget was available at the District Office for public inspection from June 4 through June 14, 2021. Staff recommends adopting the Fiscal Year 2021-2022 San Jacinto Unified School District budget. This action will meet the Education Code requirements for the July 1 budget adoption.

Rationale:

Pursuant to Board approved agreements with the San Jacinto Teacher's Association, the Classified School Employee Association Chapter 189 and the unrepresented District management group, revised salary schedules are recommended for approval.

8.4. Approve the 2021-2022 School Plans for Student Achievement (SPSA)

The 2021-2022 School Plans for Student Achievement are presented to the Board of Trustees for approval.
Rationale:
California Education Code requires each School Site Council to develop a School Plan for Student Achievement for categorical programs on the Consolidated Application operated at the school. The School Site Council must approve the plan, recommend it to the local governing board for approval, monitor implementation of the plan, and evaluate the results. At least annually, the School Site Council must recommend the plan to the local governing board for approval.
